Senate Concurrent Resolution 539

A CONCURRENT RESOLUTION COMMENDING AND CONGRATULATING MARY KEEN OF BRANDON, MISSISSIPPI, UPON HER RETIREMENT AS STATE BOND ADVISORY DIRECTOR.

WHEREAS, on December 31, 1998, Mary Keen of Brandon, Mississippi, retired as the State Bond Advisory Director with more than twenty-one years of state service; and

WHEREAS, Mary Keen, a certified public accountant, received her Bachelor's Degree in Accounting in 1971 and her Master's Degree in Business Administration in 1974 from Mississippi College; and

WHEREAS, Mary Keen entered public service for the State of Mississippi in April 1976, working for the Mississippi Park Commission, the Department of Public Accounts, the State Auditor, the Fiscal Management Board and the Department of Finance and Administration; and

WHEREAS, Mary Keen performed many essential services for the State of Mississippi, such as assisting in the development of the Mississippi Agency Accounting Principles and Procedure Manual; teaching agency accountants GAAP (Generally Accepted Accounting Principles) accounting and reporting upon its implementation, compiling financial information and writing financial notes for the state's Comprehensive Annual Financial Report, resulting in the first award-winning Comprehensive Annual Financial Report for the State of Mississippi; acting as the Cash Management Improvement Coordinator for the State of Mississippi, maintaining records of the state's outstanding bonds and other indebtedness; preparing fiscal reports of the state's financial status, and acting as a liaison with many other state agencies and institutions in order to formulate policies, procedures and regulations for the State Bond Commission; and

WHEREAS, Mary Keen distinguished herself by her competent and professional manner, earned the respect and admiration of all who worked with her, and always maintained the best interest of the State of Mississippi during her state government employment; and

WHEREAS, it is the policy of this Legislature to recognize and commend excellence and dedication to the State of Mississippi:

NOW, THEREFORE, BE IT RESOLVED BY THE MISSISSIPPI STATE SENATE, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby commend and congratulate Mary Keen upon her retirement as the State Bond Advisory Director.

BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Mary Keen and made available to the Capitol Press Corps.
